The Humanitarian Division
Emergency Response and Community Resilience Program
CHRO’s Emergency Response and Community Resilience Program, implemented under its Humanitarian Division, is designed to meet the urgent needs of war-affected communities across Chin State and adjacent regions. With more than half of the population in Chin State displaced due to the ongoing conflict, CHRO has reached 16 townships, providing essential emergency assistance to tens of thousands of internally displaced persons (IDPs).
The program focuses on stabilizing communities by delivering life-saving support, including food, non-food items, shelter, and Water, Sanitation, and Hygiene (WASH) services. These critical provisions help to restore a sense of safety and security for displaced families. Alongside emergency aid, CHRO emphasizes the provision of basic education services, which play a crucial role in maintaining normalcy and promoting resilience among conflict-affected children and youth.
Furthermore, CHRO’s efforts extend to facilitating peace-building initiatives in liberated areas, laying essential foundations for stability. By fostering resilience through these interventions, CHRO is contributing to long-term peace-building efforts that will support the reconstruction of communities and a federal democratic future, built from the grassroots level. Every action is guided by a rights-based approach, ensuring that dignity, equality, and accountability remain central to CHRO’s humanitarian mission.

Health and Protection Program
CHRO’s Health and Protection Program is integral to its humanitarian work, ensuring the well-being and safety of IDPs across Chin State. In addition to providing primary health care services, the program delivers targeted interventions that address the nutrition needs of vulnerable groups, particularly children and pregnant women. By ensuring access to adequate nutrition, CHRO is helping to prevent malnutrition and improve overall health outcomes in displacement settings.
Mental health awareness, psychosocial support, and survivor services for victims of violence, including women and children, are essential components of this program. CHRO also provides training and awareness sessions on protection, mental health, and violence prevention, helping communities build resilience against future challenges.
Moreover, the program supports survivors of conflict and human rights defenders through direct assistance and advocacy, ensuring their rights are protected and that they have access to the resources they need to recover. CHRO’s holistic, rights-based approach integrates health care, nutrition, and protection, empowering displaced communities to rebuild their lives with dignity and strength.
By addressing both immediate and long-term needs through emergency assistance and comprehensive health and protection services, CHRO is playing a critical role in supporting war-affected communities and fostering a foundation for peace and rebuilding in Burma.
